Lobbying as a representation of private interests and the exercise of democracy in the Brazilian Congress.

Author:

Robério Rosa Gomes

Abstract:

Indirect democracy faces many difficulties. It is currently experiencing a crisis of representation. This crisis leads many parliamentarians to feel they own their mandates, often disrespecting the voter’s choice, as well as the voters themselves. However, there are paths to be taken, including the regulation of lobbying. Lobbying, in itself, does not solve all problems, but it helps to strengthen the exercise of democracy. It also helps to improve the exchange of ideas and debate. Both society and the parliamentarian benefit from the regulation of lobbying, as the latter will receive quality advice. Technical knowledge will be much more in-depth, ensuring that the parliamentarian is certain of what they are saying and defending.
