Abstract:

This dissertation explains the forms of organization, action, and representation of the interests of entrepreneurs linked to tourism at the local level, specifically in Florianópolis, in the period from 1979 to 1995. To this end, it addresses the literature on local power and its characteristics at the theoretical and practical levels, as well as the literature on structures of managerial representation in Brazil. Starting from a comparison with corporate and extra-corporate organizational structures, it seeks to identify and analyze a differentiated format of managerial organization. In this context, attention is drawn to the specific characteristics of tourism as a sector of local development organization, and the study identifies and specifies some forms of organization of local entrepreneurs linked to tourism in Florianópolis and their interaction with public authorities. Finally, from a comparative perspective, it identifies differentiated forms of organization and representation of the interests of entrepreneurs linked to tourism, which are termed enlarged structures of organization, action, and representation of managerial interests at the local level. These structures present both continuities and innovations, highlighting a format in which various entities are articulated, including companies and public bodies at the local, regional, and national levels.
