Abstract:

The main objective of this work is to understand the enactment of constitutional amendment no. 16/1997 (guaranteeing the electoral right to dispute ensuing election of political representatives of the executive branch in Brazil) and how there was in their normative way the manifestation of an associative rhetoric between economic and political stability. This rhetoric said it was needed the approval of the Emenda da Reeleição so there would be a political stability in the country, because it was essential for the maintenance of “economic stability”. This thesis indicates that “economic stability” of the speech It is specifically monetary stability, that political stability existed despite of approval Emenda da Reeleição – there was not a beneficial stability, had a perverse part, because of a oligarchical roots and political decisions atomized in the political culture, had a democratic and efficiently part, with a minimally funtional government system, participative mass include along the Century XX and electoral competition with stable patterns. Finally, the approval of the Emenda da Reeleição took place mainly through the power of this associative rhetoric, in implementation of political events FHC government agenda and political games against a fragmented and ineffective opposition. Seven research tracks consummate become to chapters: 1) explain the notions of economic stability that vied for influence on the brazilian macroeconomics, realizing happened in 1994 the victory in a very peculiar and technically effective perspective, focused on the stabilization of the currency stabilization; 2) analyze the victorious model (present in the Real Plan) and the implications of it on the economy and the Brazilian policy; 3) analyze the functioning of the Brazilian political government system and the political culture; 4) analyze the political right viability to re-election in Brazil, considering the existence of mass electorate and stable competition; 5) classify political profiles of favorable and against the Emenda da Reeleição; 6) narrate political events of the decision-making on the approval of it; 7) analyze discursive manifestations of political behavior or produced ideas for actors in the policy-making process of approval the Emenda da Reeleição.
