Lobbying in the Chamber of Deputies: evolution, strategies and influence

Introduction:

Lobbying, that is, the advocacy or mediation of interests with public decision-makers, is an important and ubiquitous phenomenon in democracies. In Brazil, despite apparent growth and professionalization of the entities dedicated to this activity (Soares, 2014), it has not been sufficiently studied, in contrast to what occurs in the United States and, in more recent decades, in Europe. Studying the political action of interest groups is essential to more accurately assess their influence and to understand their mechanisms. This knowledge, in turn, is necessary for the proper regulation of the activity. With the aim of contributing to filling this gap, this study briefly presents the results of a survey of lobbyists working in the Chamber of Deputies, regarding their strategies and influence.<sup>5</sup> The data suggest a more positive image of lobbying, that it does not consist of an exchange relationship, but rather in the assistance or mobilization of parliamentarians, for which the sharing of technical information seems to be central.
