Lobbying and public policies: an experience in brazilian democracy

Abstract:

Lobbying is a recent and ubiquitous phenomenon in Brazilian politics. It is present in every parliamentary or governmental decision that may affect public policies. However, this phenomenon has still received very little attention from researchers and society. Theme little studied in the legal and sociological literature of the country; therefore, this article is guided by the possibility that lobbying can bring some contribution to the development of public policies in Brazil. In times of distrust and great pressure exerted mainly on the constituted powers, it becomes important to analyze pariah forms and targets in the system, such as interest, pressure and lobby groups. In this sense, it makes use of the bibliographic method, studying the relationship between these phenomena, as well as other aspects that are linked to them. It ends up presenting the lobby as a true channel of communication between the different spheres of governmental and political organization, allowing the participation of citizens in a group in the country’s decisions, which can favor transparency and even the fight against corruption.
